100 Black Men of Madison recently launched Project SOAR to boost high school graduation rates of 300 black males in Dane County. The organization's president, Floyd Rose, said 38 percent of African American students attending the Madison Metropolitan School District fell under "chronic absenteeism" during the 2015 school year, meaning they missed at least 10 percent of school days.
